Reflectivity Rules and the Aged Sheet
California's 2025 energy rules put a floor under new low-slope commercial roofs: aged solar reflectance of 0.63 with emittance of 0.75, or an SRI of 75. A reroof meets the same floor once the work spans more than half the roof, or 2,000 square feet if that is smaller. White TPO is one of the plain ways to meet those numbers, which is why it comes up early when a flex or warehouse building, such as those in Lamanda Park along East Foothill Boulevard, replaces a tired roof. The word that matters is aged: a sheet that chalks to grey in a few seasons will miss the figure a plans examiner reads.
Dirt costs as much reflectance as chemistry does. A low area that holds water or a stained wash below an exhaust fan darkens the surface faster than a data sheet suggests, so we correct drainage and plan for washing. We write every cool roof installation scope to the code cycle in force on the permit filing date.
Class A Assemblies in the Foothills
A membrane does not carry a fire rating by itself. California Chapter 7A treats the Class A rating as a property of the whole assembly, deck, underlayment, insulation and roof covering together, and in Very High zones the rule bites once a reroof reaches over half the roof within twelve months. Pasadena's mapped zones follow the Arroyo Seco, the ground west and north of the 210 freeway, and the upper end of Hastings Ranch, and the March 2025 state map added properties to the Very High category. The Eaton Fire began on January 7, 2025 and burned 14,021 acres, and for a roof in a mapped area the first question is whether the chosen assembly will pass.
TPO can be laid over a tested assembly with the right cover board or underlayment, and the insulation and attachment method change the answer, so we confirm the full build-up before anything is ordered. Embers get in at an open lap, an unscreened vent or a loose termination, so the perimeter gets the same care as the sheet.
Fully Adhered or Mechanically Attached
TPO goes down fully adhered, mechanically fastened or, in some cases, ballasted, and the choice shows up later in the failure pattern. A fastened sheet flutters along the fastener rows in strong wind and wears at the plates over the years. An adhered sheet depends on a clean, dry substrate and an adhesive suited to the temperature on the day of application. Santa Ana gusts of 60 to 80 mph were in the forecast before the Eaton Fire, and wind of that strength tests every fastener row and every adhered edge.
We build the edge zone with a heavier attachment, set the termination bar into a reglet where the wall allows it, and tool a sealant joint above it so water sheds clear. When an old roof is sound enough to keep, a roof recover can save the tear-off, but only after a moisture survey has shown the old insulation is dry.
Winter Rain, Drains and Service Traffic
TPO asks for little care, but not none. Pasadena gets roughly 6 inches more rain a year than downtown Los Angeles because the San Gabriel Mountains lift the storms, and February is the wettest month, so the first real rain after a dry summer is when clogged drains and low corners announce themselves. We clear the sumps and scupper boxes and check any cricket meant to move water around a unit.
Service traffic is the quieter risk. Laboratory and biotech buildings, a use the Pasadena Bioscience Collaborative brings to the Walnut district, often put exhaust equipment and filter changes on the roof week after week. Walkway pads along those routes cost far less than a section of replaced sheet. A planned preventive maintenance visit keeps those small repairs on a schedule.
Commercial Roofing Questions
Can new TPO go over the roof I have now, or does the old system have to come off?
A recover needs a dry, sound deck and insulation with a surface the new sheet can bond to or be fastened through. Core cuts and an infrared survey confirm that. Trapped moisture usually makes tear-off the safer scope.
Will white TPO still meet the cool roof rule after a few years of dust and heat?
The rule uses aged values, so the rating on the sheet is measured after weathering, not on the day it ships. We choose a membrane whose listed aged values clear those thresholds, then keep the surface from fouling with clean drainage and an occasional wash. A roof that holds water in a low area stains there first, and the stain is exactly where reflectance is lost.
How do you check TPO welds on a roof that is already installed?
A probe run along every seam edge tells us more than the eye does. A good weld resists the tip, while a cold weld lets it slip in. We mark and photograph each suspect lap, then re-weld it with a cover strip.
Does TPO need anything extra on a building in a Fire Hazard Severity Zone?
Extra at the assembly level, yes. The Class A rating belongs to the deck, underlayment, insulation and membrane together, so a building in a Very High zone, such as parts of upper Hastings Ranch or the Arroyo Seco, needs a tested build-up, ember-resistant vents and a closed perimeter. We confirm the assembly against the code before the order is placed, and we record what was installed so an inspector or insurer can see it.
How does TPO cope with restaurant grease or lab exhaust from the building below?
Not as well as PVC or KEE, and it is better to know that before the install. Animal fat and solvent exhaust can attack some TPO formulations and weaken the seams nearest the fan. Where a roof receives that exhaust, we add a grease-rated detail, a curb splash guard or a drip pan, or we recommend a PVC roof or an EPDM roof for those zones instead.
